Tymoshenko began to have global health problems back in 2011, when she ended up in a pre-trial detention center for a number of criminal cases. Moreover, she was so painful that due to back problems, Yulia Vladimirovna could not walk on her own; she had to use a walker. And later, the politician completely moved to a wheelchair, and after her release, she performed in it on the Maidan.

“We must work while we have strength”

Alexander Timoshenko, who has headed the interregional department (IRU) of Rosfinmonitoring for the Siberian Federal District (SFO) since its founding, leaves his post. ALEXANDER TIMOSHENKO spoke in an exclusive interview with KS about what the financial intelligence officer plans to do in the future and why the choice of successor fell on the former head of the Federal Drug Control Service for the Novosibirsk Region (UFSKN for NSO), Andrei Dolbnya .

Alexander Vladimirovich Timoshenko graduated from the Novosibirsk Electrotechnical Institute (NETI) in 1974, and from the Novosibirsk Higher Party School in 1989. Alexander Timoshenko's career began in November 1974 as a junior researcher and chairman of the student trade union committee of NETI.

From 1984 to 1993, he served as head of the department for the work of executive bodies of the councils of the Novosibirsk Regional Executive Committee and head of the organizational department. Then, until 1997, Alexander Timoshenko headed the Russian-Turkish enterprise Tursib. In August 1997, he returned to the state civil service in the administration of the Novosibirsk region and worked as head of the information and analytical department, and from January 1998 to 2000 he was deputy head of the administration of the Novosibirsk region.

Since March 2001, he has headed the Novosibirsk Regional Directorate of Currency Control, and since August 2002, the interregional directorate of the Financial Monitoring Committee for the Siberian Federal District, subsequently renamed the Interregional Directorate of the Federal Service for Financial Monitoring for the Siberian Federal District.

Since May 2020, he has held the position of Deputy General Director of VPK-OIL LLC.

— Alexander Vladimirovich, for what reason are you leaving the post of head of the interregional department of Rosfinmonitoring for the Siberian Federal District?

— In connection with reaching the age limit for being in public service, the director of the federal service for financial monitoring, Yuri Anatolyevich Chikhanchin, signed an order on May 25 for my dismissal. In fact, the contract was signed before June 15, 2020 - this is my birthday, but due to the fact that I was preparing for this date and deciding on my future fate, it so happened that I left earlier.

Of course, a change of activity is a serious milestone; out of 44 years of my total work experience, 32 were in the civil service. But while you have the strength, you have to work.

I received various offers, I studied them. And they found something, having received which, I did not postpone leaving until June 15, so I wrote a statement to be released on May 25, which was done. I am grateful that I had the opportunity on May 15 to participate in the work of the Rosfinmonitoring board in Moscow, of which I am a member, and after that to complete my civil service.

— What issues were considered at the board meeting?

— The Board was dedicated to preparing Russia’s anti-money laundering system for the upcoming assessment by the FATF (Financial Action Task Force on Money Laundering - FATF) for compliance with its standards. Now we are preparing for this serious event in order to assess how ready we are to meet international standards.

— What can you say about Russia’s prospects regarding the upcoming inspection?

— In preparation for the FATF visit, first of all we conduct an internal assessment. There are certain problems - they also exist in the regulatory framework, there are questions about the efficiency and effectiveness of the system. I cannot say that everything is perfect, otherwise we would not have economic crimes, shadow financial flows, as well as facts of financing of extremism and terrorism. It should be taken into account that recently Russia has been subjected to various kinds of pressure and sanctions. The FATF may also be used to exert such pressure. Nevertheless, we have good indicators. In general, the system is working, as evidenced by a decrease in the volume of withdrawals of funds abroad and cashed out funds. Many banks that were engaged in these operations and, in fact, were cash settlement centers, lost their licenses.

The meeting ended with the announcement of my resignation. All my comrades: the head of Rosfinmonitoring, his deputies and all the heads of departments in the federal districts saw me off in a friendly atmosphere. And on May 26, I said goodbye to the employees of our department. My colleagues prepared a film for me and presented me with a beautiful picture of a sailboat with the words that this ship must still sail somewhere.

- And where does the sailboat end up headed?

— As I already said, I did not wait until June 15, because I received an offer from. The company is engaged in oil refining. The organization is developing dynamically, and this is a strategically important enterprise for the Novosibirsk region. Because if we consider reindustrialization as the creation of real enterprises, then this is precisely a specific example. The region has always dreamed of such an enterprise, since the closest suppliers are Omsk and Achinsk. I remember, while still working in the regional administration, how acute the issue of fuel arose during spring field work. It was impossible to obtain the required volume of fuel and lubricants for this period. Now we have our own production facilities, which also use raw materials from the Verkh-Tarskoye deposit. Serious investments are being made in the reconstruction and technical re-equipment of the enterprise. My responsibilities in the company as Deputy General Director are related to issues of economic security and interaction with government authorities.

And as a gift to me for my 65th birthday, on June 15, it is planned to launch the production of high-quality bitumen, a product that is in great demand in road construction. We plan to supply bitumen to the Novosibirsk and Kemerovo regions, as well as to the Altai Territory. This is one step forward. Also planned for next year is the launch of production of Euro-5 diesel fuel, then the same standard of gasoline.

— Have you already had experience working in private business?

— Yes, small, about 2–3 years. This happened when the head of the administration of the Novosibirsk region, Vitaly Mukha, was removed by the president. This happened in 1993, so after his resignation, I, Kosourov and Leonov, as close associates, wrote a statement that we did not see the opportunity to work in connection with the resignation of the head of the region for his beliefs. They left in all directions. Kosourov was engaged in the supply of coal, barter, I worked in a Russian-Turkish enterprise. The 90s were very difficult. But in 1995, Mukha won, gradually assembled a team, and we returned to the government.

— Who became your successor and by what criteria was he chosen?

— I have always approached issues of working with personnel very carefully. All my previous experience suggests that you should take care of your shift in advance. Let me remind you that I created the management from scratch. Therefore, of course, I didn’t want to just abandon this brainchild, which was created by my hands, to the mercy of fate. But it so happened that the employees whom I prepared in advance for the position of manager were in one way or another in demand and were promoted. Siberia can rightfully be called a talent forge. For example, we escorted our good comrade Oleg Volkov to the office of the embassy. Now he works in the Department of Defense and Law Enforcement. In turn, my former deputy Galina Bobrysheva, who worked in the department almost from the first days, had her husband, the director of the Chkalovsky plant, transferred to Moscow, to the government. She, of course, went to pick up her husband, I called the head of financial intelligence at that time, Viktor Zubkov, and recommended her as an experienced, conscientious and responsible employee. As a result, Galina Bobrysheva was accepted into the central office, first to the position of deputy head of the department for supervisory activities, after some time she becomes the head of the department, then she is transferred to the position of head of the international training center, and then Galina Bobrysheva becomes deputy director of Rosfinmonitoring. Another example is Deputy Evgeniy Gileta. A promising young man came to us from the tax service, worked for 10 years, rose to deputy head and could well have become a manager, but he was invited to the central office.

Now about the successor. Last year, the federal drug enforcement service was transformed. Its functions were transferred to the Ministry of Internal Affairs. At one time, our department and the department of the Federal Drug Control Service for the Novosibirsk region cooperated very closely to combat the laundering of proceeds from drug trafficking. I liked the style, methods and perseverance of the head of this department, Andrei Alekseevich Dolbnya. After the liquidation of the Federal Drug Control Service, I invited Andrei Alekseevich to join our department as a deputy. All our materials, if there are sufficient grounds, are transferred to law enforcement agencies for further work. Therefore, interaction with the law enforcement unit is very important for the further implementation of materials, including transfer to court. Accordingly, a person was needed who would be known and perceived by this entire system, and also so that he knew this system well and represented the entire process of implementing Rosfinmonitoring materials in it. From this point of view, Andrei Alekseevich is well suited; he has the rank of lieutenant general, as well as legal and economic education. In addition, he started working in the tax police, then continued in the state drug control, therefore, he has extensive experience in working with economic crimes. He is 49 years old - he is a fairly young and promising worker. On my recommendation, the head of Rosfinmonitoring approved his candidacy, and after agreement with the office of Plenipotentiary Representative Andrei Dolbnya, he was appointed to this position. I hope that the new head of the Siberian Department will retain the team, which has managed to raise the level of work among other interregional departments, which was noted by the leadership of the central office. And I hope for further growth in the efficiency of the interregional management of Rosfinmonitoring in the Siberian Federal District.

The “Iron Lady” of Ukrainian politics suffered the main defeat of her life

Yulia Tymoshenko's illness became known on August 23. The politician's press secretary, Marina Soroka, called the politician's condition serious - the temperature reaches 39 degrees. Soroka noted that Tymoshenko is undergoing an intensive course of therapy, “according to the COVID treatment protocol.” The protocol involves placing a seriously ill patient in a separate intensive care unit, connecting to a ventilator, and taking antibiotics for the patient. The press secretary, however, did not say what Tymoshenko was prescribed from this.

The media, citing their sources, claimed that doctors were unable to bring down the temperature, so Tymoshenko was placed in intensive care and connected to a ventilator. Companions, however, reacted to this information contradictoryly. “We as a team are praying and wishing you a speedy recovery. Yulia Vladimirovna is in critical condition, she has a high temperature, she is taking all measures to ventilate her lungs. But this is not a ventilator, these are other devices that are used in accordance with the protocol,” said parliament deputy Vadim Ivchenko.

Another deputy from Batkivshchyna, Sergei Vlasenko, said that Tymoshenko suffers the disease “just like tens of thousands of Ukrainians who suffer from Covid.” A comrade and friend of the Batkivshchyna leader, Alexandra Kuzhel, reported that the politician with a fever was not in the hospital for some time, but at home.

After that, she appeared only on social networks. On August 24, she congratulated Ukrainians on Independence Day. “Now it’s a little hard for me to write this post, because the “virus that doesn’t exist” still exists. Therefore, I have a big wish for you: take care of yourself! Thank you to everyone who cares about me,” she wrote.
